    A hawse pipe is the pipe the anchor chain runs through so “with a hawse pipe on him” makes no sense at all. However, you might certainly turn a hose pipe on a drunk in an attempt to sober him up with cold water.

    Not sure about “scupper(s)” either as a scupper is simply a hole made to allow water to drain away – such as in the bulwarks of a ship to drain the deck. I can’t see how you can put someone “in” one – it might be appropriate to position him next to one if you turn a hosepipe on him. ;)
